Strasbourg is flat, so your average speed depends on traffic lights and pedestrian traffic rather than climbing. In the old town at busy hours, expect closer to 12 km/h.
On the canal and Rhine cycle paths there is almost nothing to stop for — that is where an e-bike genuinely saves time.
For long days out (Obernai, Colmar) add your breaks: 33 km is about two hours of pedalling, but a full day is realistic once you stop in the villages.
